About Mills
As a seasoned educator, community advocate, and non-profit consultant, Mills leverages his extensive expertise in operations, project management, and finance management to drive organizational success. With a proven track record of developing and implementing strategic plans, he helps businesses, organizations, and families achieve stability and growth.
Currently serving as the Chief of the Office of Water Advocacy and Customer Appeals for the City of Baltimore’s Department of Public Works, Mills has designed and implemented the office’s framework and investigation methodology. He also serves as an adjunct professor at the Community College of Baltimore County, teaching Financial Management for Non-profit Organizations, and serves as a Ramsey Solutions certified financial coach.
A doctoral candidate at Morgan State University School of Education and Urban Studies, Mills is focused on researching the influences on post-secondary choices of Black male high school graduates. His professional background includes leadership roles such as Associate Program Director of the YouthBuild Program with Civic Works, where he revised the instructional framework to improve GED attainment by 300%. He has also served as Chief Academic Officer and Director of Enrollment Management for Saint Frances Academy, Senior Associate for the ARDX Workforce Development Center, Vice President of Community & Human Services for Park Heights Renaissance, and Chief Business Officer for Bluford Drew Jemison STEM Academy.
Mills is a Life Member of Alpha Phi Alpha Fraternity and has held various leadership positions within the organization. He is a member of the Huber Memorial Church and is committed to leading by example and providing guidance, leadership, protection, and provisions to ensure the well-being and proper nurturing of his family. With his comprehensive experience and dedication to excellence, Mills is a strategic leader and transformation expert who delivers results-driven solutions for organizations and communities.
